Fix rendering of int values within a side data element, which was
broken since commit d2d3a83ad9, where the side data element was
correctly marked as a variable fields element. Logic to render a
string variable was implemented already, but it was not implemented
for the int fields path, which was enabled by that commit.
Also, code and schema is changed in order to account for multiple
variable-fields elements - such as side data, contained within the
same parent. Previously it was assumed that a single variable-fields
element was contained within the parent, which was the case for tags,
but is not the case for side-data.

Option was added in commit 39aafa5ee9 but was never documented.
Also does not seem there are current use cases for it,
tests for which it was introduced are still working therefore we drop
it altogether.

Base escaping only escapes values required for base character data
according to part 2.4 of XML, and if additional flags are added
single and double quotes can additionally be escaped in order
to handle single and double quoted attributes.

This is required since some programs are not able to correctly recognize
the metadata. See H.222, 2.6.58 Metadata pointer descriptor.
putstr8() is modified in order to allow to skip writing the string
length.
Set the stream_id to 0xbd (private_stream_id_1). Tools seem to assume
that value, and this is consistent with MPEG TS specification (ITU-T
H.222.0 section 2.12.3).
This allows to copy information related to the stream ID from the demuxer
to the muxer, thus allowing for example to retain information related to
synchronous and asynchronous KLV data packets. This information is used
in the muxer when remuxing to distinguish the two kind of packets (if the
information is lacking, data packets are considered synchronous).
The fate reference changes are due to the use of
av_packet_merge_side_data(), which increases the size of the output
packet size, since side data is merged into the packet data.
The description is yet crappy, it merely copies the description of the
added and undocumented options and their value range. More descriptive
documentation is welcome.
The option was added in commit d9ae1031f5
but it was never documented. The text is based on the one written by the
commit author for the corresponding AVFormatContext.max_interleave_delta
field.
