b1549d6113 mingw: don't check for minimum mingw runtime and w32api versions for mingw-w64

0f73b510f0 Restore _MSC_VER case in DECLARE_ALIGNED/DECLARE_ASM_CONST macro declaration. 
This compiler might be supported in the future or we might some day decide
to export these macros.
