Current method for constraining fragment position drift suffers from
round-off error build up.
Instead of calculating cumulative drift as a sum of input fragment
position corrections, it is more accurate to calculate drift as the
difference between current fragment position and the ideal position
specified by the tempo scale factor.

AVABufferSinkParams are ignored by avfilter_graph_create_filter,
therefore the example is misleading. Use av_opt_set_int_list to
configure abuffersink directly.

Second parameter to vec_splat must be a literal, not a variable
value. Therefore the second nested for-loop in
float_to_int16_stride_altivec had to be unrolled.

Misaligned row artifacts showed up when a 624x352 frame was converted
to BGR24 format. When advancing to the next row the destination linesize
was added to the last output pointer position which was not linesize aligned,
resulting in a distorted picture.

Reduce audio fragment alignment jitter by penalizing alignment
correction offsets that deviate too much from the target offset.
This is accomplished by multiplying the cross correlation search
window with a quadratic function.

Add atempo audio filter for adjusting audio tempo without affecting
pitch. This filter implements WSOLA algorithm with fast cross
correlation calculation in frequency domain.

This is so that TS fragments produced by

would be compatible with JW Player.
A new member variable prev_payload_key was added to MpegTSWriteStream
to help detect transition from non-key to key frame, so that
PAT/PMT would not be produced for every keyframe in intra-only videos.
