Ryan Martell d0deedcb07 fix more dynamic protocol stuff, needed by the forthcoming h264 
streaming patch.
(Minor additions to give more information to the dynamic protocol
handlers, and a slight rearrangement of code.)

  liba52 and libpostproc are licensed under the Lesser GNU General
  Public License.

* liba52 and libpostproc are distributed under the GNU General Public
  License and their compilation and use is optional in ffmpeg.
