6225d8585d Make ERM compile again.
This is not a proper clean up. It does not bring the code up to the
current state of the rest of the codebase. However, the module now
compiles again.

* Made most Handlers derived from CHandlerBase and moved service API there.
* Declared existing Entity APIs.
* Added basic script context caching
