Add JetBrains' RustRover IDE as IDE suggestion (#1215)

Since JetBrains [announced RustRover as their new Rust IDE
(preview)](https://www.jetbrains.com/rust/), I updated the details with
a suggestion for RR in `Using Cargo`.
