The first byte contains compression level together with keyframe status.
When a frame is not interpreted correctly, its data is summed to the
reference, and would degrade over time, producing an incorrect result.

The current sample comes from an older version of the codec, which
supports a single output mode, so rename it accordingly.
Add tests for the new pixel formats.
These buffers are just a way to store frame pointers and be able to
modify them without touching the original ones.
The two dependent decoders (WMV2 and VC1) do not need special care for
these fields: the former does not seem to use the dest buffers, while
the latter reinits them every time to the current frame data buffers.
So only keep a local copy rather than the one from mpegvideo.
The intrax8 decoding process does not imply any kind of error
resilience, and the only call present is more related to how mpegvideo
works rather than anything else.
Therefore have the parent decoders carry out er when actually needed.

Samples produced by Omneon (Harmonic) store external references with
paths ending with 0s. Such movs cannot be loaded properly since every
0 is converted to '/', to keep the same parsing code for dref type 2
and type 18: this makes the external reference point to a non-existing
direactory, rather than to the actual referenced file.
Add a brief trimming loop that drops all ending 0s before trying to
parse the external reference path.

were set to 0 rather than -1, and were always initializing values
in libx264 rather than letting the library use its default.

Add an allowed value to the private options for frame_skip_cmp which
seems to have been forgotten, but perfectly working.
The libvpx frame dropping feature uses one of such option
(frame_skip_threshold) without the other three. For this reason rename
the option to something more consistent with the other libvpx variables.

These variables are coming from mpegvideoenc where are supposedly used
as bit counters on various frame properties. However their use is
unclear as they lack documentation, are available only from a very small
subset of encoders, and they are hardly used in the wild. Also frame_bits
in aacenc is employed in a similar way.
Remove this functionality from AVCodecContex, these variable are mostly
frame properties, and too few encoders support setting them with anything
useful.

Most option values are simply unused or ignored and in practice the
majory of codecs only need to check whether to enable rle or not.
Add appropriate codec private options which better expose the allowed
features.

SGI RLE encoding is slighlty different than the one provided by rle
module (especially at high bit depth). The pixel count function however
does not change, so it is simply made library-public.
This is never mentioned in the specifications, and decoders work
just as fine without it. Update the fate references since the compressed
file is smaller.

This function returns the encoded data of a frame, one slice at a time
directly when that slice is encoded, instead of waiting for the full
frame to be done. However this field has a debatable usefulness, since
it looks like it is just a convoluted way to get data at lowest
possible latency, or a somewhat hacky way to store h263 in RFC-2190
rtp encapsulation.
Moreover when multi-threading is enabled (which is by default) the order
of returned slices is not deterministic at all, making the use of this
function not reliable at all (or at the very least, more complicated
than it should be).
So, for the reasons stated above, and being used by only a single encoder
family (mpegvideo), this field is deemed unnecessary, overcomplicated,
and not really belonging to libavcodec. Libavformat features a complete
implementation of RFC-2190, for any other case.

FFv1 uses two types of coders, golomb and range with two different
tables. This is exposed this in a rather convoluted way, for example
mentioning to set coder type 1 while initializing the variable 'ac' to 2,
because encoder does not use range coder with default table.
Appropriate internal coder type values have been added and used in any
check rather than using raw numbers.
Initialization of avctx.coder_type in ffv1dec is removed because this
field is encoder only. An unneeded validation check in the encoder
is dropped too.

Some entries might be either empty or contain types we do not parse
(eg. 'url '). In both cases, if an 'alis' is not the first entry,
external references are not loaded, so make sure that the array starts
with an 'alis' dref.
Rather than reading the alternate absolute path version from dref
type 18, make sure that 0s are considered as '/'. These values are
sometimes present in the full path, and are mistakenly interpreted as
line terminators othewise.
With the correct handling of this dref type, parsing type 18 is not
needed any more.
Previously the message was cut off at 256th byte.
This will allow dumping the complete x264 encode info when needed.

Drop the need of setting -debug bugs since it's not a bug, and the
message is already under a AV_LOG_DEBUG log level. Instead only print
it when there is an actual string in it.
