vcmi: deprecate MAXED_SPELL
...
It is almost identical to SPECIAL_FIXED_VALUE_ENCHANT.
Replace its usage in JSON and inside deprecated converter
to SPECIAL_FIXED_VALUE_ENCHANT. Remove buggy string inside
getEffectLevel.
